Those are the plugin's stated minimums. In practice you should be running a currently supported WordPress and PHP release for security reasons regardless of what any single plugin requires.
Themes and page builders
AppSell works with any theme and any page builder, including Elementor, Divi, Visual Composer, WPBakery, Beaver Builder, SiteOrigin and Gutenberg. Offers are added on top of your storefront rather than written into your templates, which is why the theme you use does not matter and why switching themes later does not break anything you have built.
Languages and mobile
Right-to-left sites are fully supported, including Arabic and Hebrew.
Offers are responsive, and you can decide per widget whether it shows on desktop, on mobile, or both — worth using, because a cart drawer offer that works on a laptop can crowd a phone screen.
